- To revise Team List rules Regulation 7 for PlayHQ and to make it easier to follow and harder to get out of.
SUMMARY OF CHANGES
Ideas include
- Mandate team list nomination on PlayHQ and allowing use of electronic lists.
- There are practical considerations for this for match officals.
- We won't need carbon paper team list booklets anymore but the practicalities of this need thought/agreement/adaptation for outages.
- Select any 11
from a max 14 or 15 squad (unlimited interchange?) (allows drop
outs/injuries to be accommodated more easily) (but allows an opportunity for sides to be stacked unfairly for week 2 depending on the state of an individual match.) (This idea has been dropped due to objections.)
DISCUSSION
Wherever this lands we have to follow Law 1.2 (see below). Briefly this means: naming of players is required by Law 1.2.
1.2 Nomination and replacement of players
1.2.1 Each captain shall nominate his/her players in writing to one of the umpires before the toss.
1.2.2 No player may be replaced after the nomination without the consent of the opposing captain.
1.2.3 Any replacement player shall be considered the same player as the nominated player he/she replaced for the purposes of these Laws.
1.2.3.1 A replacement shall not bat in an innings in which the nominated player he/she is replacing has completed his/her innings.
1.2.3.2 Any unserved Penalty time, warnings or suspensions, that applied to the original nominated player will be inherited by his/her replacement.

Play HQ will determine how this regulation ends up but it needs to be TIGHTER.
In Season 2022/23 many teams seemed to have an unclear approach and commitment to Team Lists. The shortage of the old team list booklets and the uncertainty about the use of MyCricket team lists are (barely acceptable) excuses for this. This might be explained by poor messaging (or poor attention?) too.
To my mind there is need for clear sanctions against team list violations.
But also we need to come up with a system that is easy to work with and well understood by all teams and umpires.
Use of an electronic team list method instead of paper lists will be fine so long as everyone who needs to see it has easy access to the system.
That might be so for some or even most people. But everyone also includes those without mobile phones and internet or the skills/resources to use them. (Most umps are mad, old and blind, remember?....š)
Some methods or habits of assisting the "tech challenged" in various situations could be devised or encouraged and included.
I think it would be wise to retain the low tech paper team list for "low tech" teams or for the day when the networks and the internet ain't working (flat batteries, out of range, other reasons...). In that circumstance the game must go on... this is how.
But the rules should be reworded so the paper team list is the backup not the first option. (Similarly, the scorebook/sheets should be retained for the same reason.)
"The Team List" also forms part of :
- Definition of an absent player (Reg 12.2)
- Three slash players for 2 dayers (Reg 23.1)
- Unexpected player replacements (Reg 23.2)
- Qualification for an injured batter to be subbed by a runner (Reg 31.2) (All comps except Super 20)
- Operation of the "Supersub" in Sunday 50 (Reg 23.5) (All comps except Sat.)
All these regulations may require some change to accommodate PlayHQ.

Make changes to the paper form
- Change headings "Day 1 Players" => "Starting Team"
- Change headings "Day 2 Replacement Players (max. 3)" => "Replacements Made"
- Add Captain's Contact to form shown in Regs.

I don't really know much teams *could* stack the sides between weeks. Like, if someone is a good bat, they're getting picked no matter what. Its not like a gun player is missing out on a game.
