K. SIMPLIFY APPROVALS FOR UNEXPECTED REPLACEMENTS (Reg 23.2)

  •  To allow extra reasons for Unexpected Replacements and make the administration a bit easier.

SUMMARY OF CHANGES

  • Introduce extra reasons for allowance of unexpected replacement. (See new items below in Reg 23.2.2 Proposed Changes.)
  • To make the administration of this Regulation a bit easier.
  • Maintain "give a reason but no explanation is required" => "accept 3 week suspension" bargain.
  • Introduce an electronic application form.
  • Maintain "all the data is required" condition
  • Notification through a list published on a website table which can be automatically updated. Ends the need to generate email notifications (which is a P.I.T.A., frankly.)
  • Deadline for approval to be shifted from 10am Saturday to 8pm Friday

DISCUSSION

  • The unexpected replacement rules were introduced in 2019 and has been used more  and more each year since.
  • Some teams have made more use of it than others.
  • There is a regular peaking and ridiculous admin load (mostly for me, Bruce and Mark Irwin) which required to service the notifications which occur approaching the Saturday morning day 2 deadline. Bringing forward the deadline will make this much less difficult to do.
  • Most users have been co-operative with the admin requirements. One or two have adopted a churlish and unhelpful attitide which is confounding but I guess there's at least a few d*&^heads in every crowd.
  • It is important that unexpected replacements remains a controlled and formal process.
    • It is not enough to 'leave to the two captains to sort it out." Captains are usually far too preoccupied with the game to diligently notify umpires and the association in a reliable amd timely way. 
    • If unexpected replacements becomes a 'free-for-all' then Law 1.2, Team Lists, player registration is made meaningless. Teams will be half the side, randomly changed most weeks.
    • This is not 'park' cricket we're playing. You can have your own 'muck around' game in the backyard whenever you want.  
    • We want to run a serious, competitive sporting competition. With rules. Like this one. That get followed.
A suggestion was made to make the reasons for unexpected replacement "at the discretion" of (maybe) the Association Secretary. This could be interpreted wildly and inconsistently because of various reasons and circumstances. There is a strong case for expanding the reasons to accept unexpected replacements. Rejections have been actually quite rare in the first four years. (Two out of a little more than 100. Both these would have been allowed under the new 'work commitments' reason.) 

Some clubs have professed reluctance to make what they consider a 'false representation'. When a player requires an unexpected replacement for say a work commitment, they have refused to ask for a illness or injury replacement. Honorable and gracious, I guess. The extra reasons will help with this problem.

PROPOSED CHANGES

Establish an electronic input version of the application form. (i.e. go to a website, type in the data, send it to cricketops@qsdca.com.au, approval notification posted publicly on a website list with all the others for all parties to view, 3 week suspension recorded and validated).

23.2.2 If a player named on the team list becomes unavailable during the match because of: an unexpected representative cricket duty, or an unexpected Premier Cricket duty, or an unexpected serious injury or illness then that player may be replaced subject to the following regulations. Added reasons for unexpected replacements. Can't be too many things these don't cover!!

Funerals are carer or family responsibility. ADF deployment is a work commitment.

Lawful reason might be going to prison or appearing in court (not so likely on a Saturday but not impossible.)
23.2.2 If a player named on the team list becomes unavailable during the match because of an unexpected:
  • representative cricket duty
  • Premier Cricket duty
  • serious injury or illness
  • work commitment
  • financial reason
  • personal crisis
  • carer or family responsibility
  • lawful reason
then that player may be replaced subject to the following regulations.
